Book excerpt: Excerpt from Thirty-Ninth Annual Report of the State Board of Health of Massachusetts Section 1. The city of Lynn, for the purpose of enlarging and improving its water supply, is hereby authorized to issue from time to time bonds, notes or scrip, to be denominated on the face thereof, Lynn Water Loan, Act of 1907 to an amount not exceeding three hundred thousand dollars in addition to the amounts heretofore authorized by law to be issued by said city for similar purposes, which shall be payable at the expiration of periods not exceeding thirty years from the dates of issue, shall bear interest payable semi-annually at a rate not exceeding four per cent per annum, and Shall be signed by the treasurer and countersigned by the board of water commis sioners and by the mavor of the city. The city may sell such securities at public or private sale, or pledge the same for money borrowed for the pur poses of this act, upon such terms and conditions as it may deem proper, provided that they shall not be sold for less than the par value thereof.
