Specifically, I examine variation in the agendas of Presidents Johnson, Nixon, Ford, Carter, Reagan, Bush (41), Clinton, and Bush (43). There is tremendous variation in terms of the number and type of issues prioritized by individual U.S. presidents. The first portion of the analysis presents a theoretical overview of literature associated with presidential agenda setting. Next, I examine variation in the number of issues prioritized by individual presidents and also present an empirical analysis of the different types of issues prioritized by presidents. The analysis presents a method for distinguishing between the president's overall agenda and his agenda priorities. Finally, the dissertation concludes with an empirical analysis of the potential influences of the president's agenda priorities on the actions of other actors in the political system.
