This examination deals with early experimentation of electronic monitoring devices within the behavioral sciences setting, and traces its development and use up to the current period. Environmental factors which have helped electronic monitoring shift from an experimental model to a working tool within corrections are also examined. Following a review of the available literature, issues and controversies surrounding electronic monitoring are explored. The data utilized in this study was obtained through two primary sources. The first was a literature review in which numerous sources where considered in order to trace the emergence and development of electronic monitoring within the United States. Secondly, legislation was examined in order to support thesis arguments. Based on the results of the review of the literature and legislation, two conclusions were reached. First, the use of electronic monitoring will probably increase the efficiency of the corrections system employing it. This efficiency may increase prison and jail populations. Secondly, this new technology will continue to grow within the field of corrections, and risks can be expected, since many new programs are coming on-line before any scientific study on electronic monitoring can be conducted and evaluated.
