Book excerpt: One of the objectives of the Project AIR FORCE-sponsored study entitled 'Strategic Policy for Long-Term Competition' is to provide 'a critique of contemporary strategic theories and concepts'. Current U.S. strategic concepts for a major war are based on the assumption that such a war would arise from a Soviet military attack on the United States or its European allies. The purpose of the present study has been to examine the validity of that assumption. This report is intended to assist Air Force planners in their periodic re-evaluation of the Soviet threat.
