It could be the dealer (the usual case) or another player at the game. Everything will seem completely fair to the players, but probably not very happy about the result. In some cases another player can deal the cards , and they will win or lose depending on the magician's presentation. The deck is cut by the players as many times as they wish! Remember this point!
