It defines the needs of ICM stakeholders and the benefits of congestion pricing in realizing effective ICM, explores opportunities to effectively integrate congestion pricing on institutional, operational, and technical levels, both by leveraging existing applications and considering new options; and identifies the major challenges to integrating ICM and congestion pricing, along with potential solutions. In addition, it provides real-world examples of integrating congestion pricing with the ICM approach. While there are limited examples of integrating ICM with congestion pricing strategies at the time of writing, the lessons learned from the current integration attempts may provide valuable input and direction to future attempts.
