Book excerpt: This review of “A Neofederalist Vision of TRIPS,” by Graeme Dinwoodie and Rochelle Dreyfuss, engages the book's central argument that TRIPS is not a code but a “neofederalist” regime that imposes basic substantive expectations in order to promote coordination but which nonetheless preserves considerable member state autonomy.
