Book excerpt: This White Paper sets out the conclusions of the Department for Transport's review of the rail industry, which looked at past and current performance as well as taking submissions from relevant organisations. The main proposals are: the SRA will be abolished and strategic responsibility will pass to the Secretary of State; Network Rail will be given a strengthened role as operator of the network; the number of franchises will be reduced and they will be aligned more closely with Network Rail's regional structure; there will be an increased role for devolved administrations; responsibility for safety will pass from the Health and Safety Executive to a new regulatory body - the Office of Rail Regulation; freight operators will be given greater certainty about their rights on the network.
