Book excerpt: This memorandum considers whether Soviet foreign policy in the ASEAN countries has been a success or failure. The author contends that after Vietnam invaded Kampuchea with Soviet support--and the ASEAN area assumed greater importance to Moscow than ever before--whatever influence the USSR had in ASEAN capitals was negated. ASEAN countries forcefully have opposed Vietnamese and Soviet policy toward Kampuchea and the refugee problem, and indirectly have supported China. The author believes that Soviet strategy to contain China requires at least ASEAN neutrality, and that Soviet moves to reverse current trends can be expected. (Author).
