I think, however, that now I need not offer any apology, as the occasion of this meeting will give us the opportunity of knowing the views of our Chairman, of whose long experience and ability you are already well aware. In order that he may have sufficient time for his address, I circulate this paper beforehand, so that all the time saved in its reading will be turned to much better account by him. I propose the following question: Is India at present in a condition to produce enough to supply all its wants ?
