Book excerpt: For the purposes of our study, we designed a Microsoft Excel database that contained, for each article: its references, the type of document (article or research report), the type of research (qualitative, quantitative or conceptual), the covered sector, the form of innovation (development and/or adoption), the stages of the innovation process as proposed by the author(s), the conceptual and/or op [...] Five principal dimensions of innovation in the public sector arise from the reviewed studies: 1) the terminology used to refer to innovation, 2) the origin of innovation, 3) the degree of novelty, 4) the political dimension of the innovation process, and 5) the social dimension of innovation (Figure 3). [...] The assessment of the significance of the change is left to the actors involved in the innovation process. [...] The second one is the capacity to convince the staff and within it the potential adopters, as well as all the stakeholders, of the necessity of a change. [...] Finally, the collective action of the staff influences the organization and specifically the innovative capacity of the organization, both on the intrinsic and the extrinsic innovation (Dagenais et al., 2005; Davison et Hyland, 2006).
