Book excerpt: The United States Marine Corps (USMC) proposes to construct a flood control project including a levee and stormwater management systems to prevent damage to property and disruption of essential operations at Marine Corps Base (MCB) Camp Pendleton and Marine Corps Air Station (MCAS) Camp Pendleton. In addition, the USMC proposes to replace the temporary Basilone Bridge across the Santa Margarita River in the southeast portion of MCB Camp Pendleton. The bridge would need to be able to withstand a flood event of up to 100 years in magnitude. Related to these projects, the U.S. Army Corps of Engineers, Los Angeles District is evaluating the issuance of a permit under Section 404 of the Clean Water Act (33 USC Section 1344). As part of this evaluation, an alternative screening analysis was performed to evaluate the engineering feasibility of alternative structures and facilities for both flood control and bridge replacement. A U.S. Army Corps of Engineers floodplain analysis, a MCB Camp Pendleton traffic engineering study, and other engineering studies identified three feasible flood-control structure alternatives and three feasible bridge replacement alternatives. The Santa Margarita River Flood Control Project includes two components: A flood control structure (a levee) to provide protection to MCAS Camp Pendleton, the Chappo (22) Area, Sewage Treatment Plant No. 3, and the Santa Margarita Ranch House Complex from a flood event of up to 100 years in magnitude; and a stormwater management system to direct runoff from MCAS Camp Pendleton and the Chappo(22) Area into the Santa Margarita River without creating a flood hazard.
