Book excerpt: Presented here is a report on law governing classification of Iowa roads and streets in suitable systems, and the related administrative functions, made at the request of the Iowa State Highway Commission under Joint Resolution No. 12, passed by the 58th General Assembly of Iowa, effective July 4, 1959. The resolution created an Iowa Road Study Committee, composed of eleven members: six from the General Assembly, two municipal officials, chosen by the Iowa League of Municipalities; one county supervisor chosen by the Iowa County Supervisors Association; one county engineer chosen by the Iowa County Engineers Association; and one member of the State Highway Commission chosen by said Commission. The duty and authority is vested in the Iowa Road Study Committee to study aspects of the service of providing roads for Iowa citizens. Pursuant to this resolution, the Automotive Safety Foundation was requested by the Commission to make a comprehensive engineering study to determine Iowa's present and future highway and street needs, and to report its factual findings and recommendations to the Road Study Committee. This report is a translation of those engineering findings into legal phraseology and is designed to focus attention on sections of law that need legislative action to implement those recommendations. The review does not cover all Iowa highway law, or attempt to recodify the law, or cover fiscal matters.
