Book excerpt: In 2018, the International Center for Innovation, Transformation and Excellence in Governance (INCITEGov) and the De La Salle University – Jesse M. Robredo Institute of Governance (DLSU–JRIG), both members of the Asia Democracy Research Network (ADRN), came up with two reports that examined the case of populism in the Philippines. INCITEGov focused on civil society’s responses to President Duterte’s populist leadership, while JRIG on the utilization of social media for populist agenda. The two papers are part of ADRN’s State of Democracy in Asia (SODA) Report. The findings of the two reports were presented and validated during the National Consultation on Populism in the Philippines, a multi-sectoral forum organized by INCITEGov and JRIG on Sept. 13, 2018. The activity also aimed to analyze the challenges posed by populism and identify possible action points; expand the scope of action-oriented and policy-driven research; and forge linkages among democracy practitioners in promoting, consolidating, and deepening democracy. This publication contains the proceedings of the forum and is divided into three sessions: 1) Understanding Populism in the Philippines; 2) Populism and Social Media; and 3) Populism and Civil Society. The first session explores the concept of populism using the economic and gender lenses, and from the perspective of the populist public. JRIG and INCITEGov’s reports were presented in the second and third sessions, respectively, each followed by further insights from a panel of reactors and an open forum.
