This agitation had taken the form of protests by individuals and groups, by boards of trade, improvement organizations and public meetings. For years investigations, studies and surveys had been made under legislative authority, but until the passage of chapter 480 of the acts of 1923 nothing was accomplished beyond the investigation stage.
