Book excerpt: Launched by a European Commission Communication in 2000, the European Research Area (ERA) aims to create a single, borderless market for research, innovation and technology across the EU. Priority 3 of the ERA relates to "An open labour market for researchers", in which highly skilled people can move to where their talents can be best employed. Policy measures to implement Priority 3 include: Charter for Researchers and the Code of Conduct for the Recruitment of Researchers: a set of principles to set high standards for the recruitment and working conditions of researchers. Human Resources Strategy for Researchers (HRS4R): a process to support research organisations in the implementation of the Charter and Code. EURAXESS Services network, which provides free personalised assistance to researchers, with a special focus on international mobility and career development. The present study has taken stock of these policy measures by evaluating their achievements. It has then defined needs and offered recommendations about new or revised policy measures to promote the human resources dimension of the new ERA, which was the subject of a Commission Communication in 2020. Based on the research findings, the study offers the outline of an overall policy framework for research careers. Transformations of the existing policy tools are proposed, including an evolution of the Charter and Code from a document endorsed by institutions into a core part of the overall ERA; a revision of the HRS4R, so that the main emphasis is more clearly on supporting continuous improvement; and an evolution of EURAXESS into an ERA Talent Platform which provides more holistic support to research careers. Suggestions are also offered for other types of policy tool that could support research careers in the context of the new ERA.
