Book excerpt: This consultation document seeks comments on the Government's proposals to increase the opportunities for participation and choice of young people in the provision of local services and activities in England, to establish a coherent, modern and responsive support system which seeks to strike the right balance between rights and responsibilities. In particular, the proposals aim to address four key challenges: how to engage more young people in positive activities and empower them to shape the services they receive; how to encourage a greater level of volunteering and community activity; improving provision of information, advice and guidance to empower young people to make informed choices; and ensuring more personalised intensive support provision for young people with serious problems. The consultation period runs until 4 November 2005.
